Tax Plan May Hurt Bitcoin

Virtual Currencies' Use as Alternative to Cash or Credit in Retail Transactions Could Be Crimped by IRS Ruling

The Internal Revenue Service's plan to tax virtual currencies could crimp their use as an alternative to cash or credit for retail transactions.

The IRS, in a ruling last week, said under existing law bitcoin and its brethren areproperty, not currency. That means anyone who spends bitcoin, even on a $2 cup of coffee, may have to pay taxes based on any "gain" over that bitcoin's original value.

The rules are similar to reporting a "capital gain" on selling a stock: The spenders would have to figure out a "cost basis" for a transaction and report a gain or loss, calculated by comparing how much they paid for the bitcoin originally and its value when they traded it for a cup of joe.

The requirement is stoking fear among some bitcoin advocates, who worry it will diminish the digital payment system's attractiveness as an alternate currency.

"Treating all bitcoin transactions like transactions in property is just an untenable position because it requires onerous record keeping and reporting requirements for everyday bitcoin users," said Marco Santori, chairman of the regulatory affairs committee of the Bitcoin Foundation, which advocates for the technology.

The IRS, in a question-and-answer document published March 25, said it was aware that virtual money could act like a currency in practice. But the agency said it isproperty "under currently applicable law," pointing out that "it does not have legal tender status in any jurisdiction."

That same day, an IRS attorney who worked on the document, Keith Aqui, told The Wall Street Journal in an interview that consumers using bitcoin for small transactions may not "have to worry" about the new agency guidance. Contacted again several days later, however, Mr. Aqui said he "probably misspoke" and that the policy would apply to all transactions.

"It would be cumbersome, but that's the way the law is written, and that's the way we have to administer it," he said. An IRS spokesman declined to comment on Mr. Aqui's remarks.

While the IRS is accepting comments on its ruling, its citation of current law suggests Congress may have to act to change the agency's approach. No lawmakers have yet urged altering the tax code to accommodate virtual currency, but some are studying the issue.

"We must see that tax regulatory changes do not preclude the use of this currency," Rep. Nydia Velazquez (D., N.Y.), the top Democrat on the House Small Business Committee, said at a hearing on bitcoin Wednesday.

Despite its drawbacks, the IRS ruling was a milestone for virtual money because the agency recognized the technology as a legitimate store of value. Bitcoin, which consists of a computer code created and controlled by its users, has boomed in popularity and value during the past year, thanks to an innovative system for limiting the availability of new "coins" and publicly verifying each transaction between twobitcoin owners.

Proponents say bitcoin could revolutionize banking by providing a payment system more efficient than checks, credit cards or wire transfers. In an effort to expand the use of bitcoin—and profit from it—startups are offering services that facilitate the use ofbitcoin to purchase consumer products. One firm pitching a sort of bitcoin-banking service, Circle Internet Financial Inc., said last month it has raised a total of $26 million from investors.

Bitcoin advocates say technology will overcome tax burdens with time. Coinbase, an online "wallet" provider that helps people transact in bitcoin, is researching a way to make it easier for customers to track their "cost basis" and tax liability, said spokesman Alex Kirschner.

Secret Bases – The Dulce, New Mexico Base

An underground Military Base/Laboratory in Dulce, New Mexico

connects with the underground network of tunnels which honeycombs our planet, and the lower levels of this base are allegedly under the control of Inner Earth beings or Aliens. This base is connected to Los Alamos research facilities via an underground "tube-shuttle." (It can be assumed that such a shuttle way would be a straight-line construction. It should then be possible, by using maps and some deduction, to determine the most likely location of this base, especially since the general location is already known.) Beginning in 1947, a road was built near the Dulce Base, under the cover of a lumber company. No lumber was ever hauled, and the road was later destroyed. Navajo Dam is the Dulce Base's main source of power, though a second source is in El Vado (which is also another entrance). (Note: The above facts should also help to locate the base.) Most of the lakes near Dulce were made via government grants "for" the Indians. (Note: The September, 1983 issue of Omni (Pg. 80) has a color drawing of 'The Subterrene,' the Los Alamos nuclear-powered tunnel machine that burrows through the rock, deep underground, by heating whatever stone it encounters into molten rock, which cools after the Subterrene has moved on. The result is a tunnel with a smooth, glazing lining.)" (Note: Where would the molten rock go? And what has been done with this concept since 1983?)

Bechtel (BECK-tul) is a super secret international corporate octopus, founded in 1898. Some say the firm is really a 'Shadow Government's working arm of the CIA. It is the largest Construction and Engineering outfit in the U.S.A and the World (and some say, beyond)." "The most important posts in U.S.A. Government are held by former Bechtel Officers. There are over 100 Secret Exits near and around Dulce. Many around Archuleta Mesa, others to the source around Dulce Lake and even as far east as Lindrich. Deep sections of the Complex connect into natural Cavern Systems. (Note: The elevators, lights, and doors at Dulce Base are all magnetically controlled.)

The area around Dulce has had a high number of reported Animal Mutilations." The researchers at Dulce Base have also abducted several people from Dulce's civilian population and implanted devices of various types in their heads and bodies. (Note: Livermore Berkeley Labs (where?) began producing blood for the Dulce Base in the mid 1980s, and Human and Animal abductions slowed considerably. It may be worthwhile to check-out Livermore Berkeley Labs.) DELTA group (from the National Recon Group) is responsible for security of all Alien-connected projects. The DELTA symbol is a Black Triangle on a Red Background. Virginia Court Convicts Gun Rights Activist Adam Kokesh

A sad story indeed. Regardless of your personal feelings towards Kokesh, and his antics of the past, he has shown a true belief in the cause of non-aggression, and is being painted as some nut advocating violence and supporting violent government overthrow, neither of which are true. Please voice your support for Adam. He does not deserve 15 years in prison, especially if the drugs found in his home were not his to begin with.

Gun rights activist Adam Kok­esh, who was convicted of drug and gun charges Thursday in a Fairfax County court, did not contest the allegations, but he called the raid that led to his arrest "political persecution."

Kokesh, 32, entered an Alford plea in Circuit Court to two felonies related to his possession of hallucinogenic mushrooms while possessing a gun. In an Alford plea, a defendant does not admit guilt but acknowledges that prosecutors have enough evidence to obtain a conviction.

Kokesh faces a maximum of 15 years in prison when he is sentenced Sept. 5.
