'Consent to search' (& seize) programs spreading like epidemic across country

The consent-to-search program is based on a similar effort in St. Louis in 1994 and ongoing programs in Boston and Washington, D.C. The idea is simple: Ask parents for permission to search their homes for weapons their children may be hiding.
