This is actually a much deeper/darker commitment.  My understanding is they're creating a national database to track the DOD and VA medical history of all of our armed forces for their entire lives.  It sounds like a model database for the rest of us.  But, with total access, it could be used as a tool to keep track of Vets deemed to be good "terrorist material".
