The OPCW: Serving Imperial Interests, Ignoring Its Mandate

by Stephen Lendman (stephenlendman.org - Home - Stephen Lendman)

Use of chemical weapons is banned, nations maintaining arsenals required to eliminate them entirely.

America and Israel are notorious non-compliers. The Organization for the Prohibition of Chemical Weapons (OPCW) ignores their flagrant violations.

The organization is mandated "to implement the provisions of the Chemical Weapons Convention…to achieve…a world…free of" CWs.

Its mission includes "credible and transparent" on-site inspections to verify use of and destruction of these weapons.

It notoriously serves Western interests, notably as an imperial tool, flagrantly violating its mandate time and again.

Its belatedly released report on alleged March 24-25 use of CWs in Syria's Hama province failed to observe its mandated guidelines, according to Russian Foreign Ministry spokeswoman Maria Zakharova, saying:

"It becomes obvious…after the first reading of the report that the methods of the (OPCW) mission's work are still far from the requirements for gathering and analyzing information on the alleged use of chemical agents that are set forth in the Convention on the Prohibition of Chemical Weapons and the OPCW regulatory documents," adding:

"It is also questionable why the report was released more than a year after the (alleged) chemical attacks were registered and what value the analysis of the probes generally has after the elapse of such a lengthy period."

The report's belated release appeared timed to coincide with "the agenda of a special session of the Conference of the Convention's member states being convened…by a group of Western states and scheduled to take place in The Hague on June 26-28," Zakharova explained.

A separate fabricated report on the April 7 Douma false flag perhaps will be released before the Hague meeting, wrongfully blaming Syria for a non-incident.

On June 13, an OPCW press release said the following:

"The Fact-Finding Mission (FFM) of the Organization for the Prohibition of Chemical Weapons (OPCW) confirmed in a report released today that sarin was very likely used as a chemical weapon in the south of Ltamenah, Syrian Arab Republic, on 24 March 2017."

"The FFM also concluded that chlorine was very likely used as a chemical weapon at Ltamenah Hospital and the surrounding area on 25 March 2017."

The OPCW falsely suggested Syrian responsibility for what happened in both areas, short of calling its military culpable, despite no evidence indicating its use of CWs anytime during over seven years of war - plenty of evidence most about use of these banned weapons by US-supported terrorists most often ignored.

If a French-led initiative is adopted, the OPCW ahead may be empowered to name perpetrators of CW attacks - a scheme to bypass Russia's Security Council veto power, aiming to justify unjustifiable greater aggression in Syria based on falsified accusations.

Empowering the OPCW to name perpetrators of CW incidents will make the organization more of an imperial tool than already - facilitating greater regional aggression instead of pursuing peace and stability.
