Computer to computer connection via phone lines has been around like, forever. It needs to be developed for use in the case of emergency Internet shutdown events.
With the recent advances in PC HD and RAM mega sizes, it's time for this development. Private, encrypted communications via the electrical grid, right through existing wall outlets should be developed, as well.
"Hackers" have counterparts in both, the software and the hardware fields. These folks can use standard "off the shelf" hardware and software to develop a form of free communication that can't be shut down without shutting down the whole of civilization as we know it. Now's the time. The technology is available.
