Likely an ass kicking as he is but a peon in a bureaucracy that dislikes public embarrassment.  But I will point out that this is a boiler plate statement issued by EVERY law enforcement agency in the USA whenever one of its thugs is caught beating/murdering someone on video. 

The "punishment" being a paid vacation followed by an announcement that 'no dept. policies were violated/officer safety/officer was within dept. guidelines.'  Public safety indeed.

A little bit of conflation can go a long way. ; )  As to domestic law enforcement, you are quite correct.  As to the idiot IDF sniper, not so simple.  He posted the picture and within a matter of hours pulled it.  Too late, though; the National Police were already after him (yes, they have jurisdiction). They contacted his CO and found out that a) the idiot already was in BIG trouble with the IDF, b) the specifics did not rise to a CRIMINAL act, and c) he faced significant punishment within the IDF.  It should be noted that similar incidents quickly result in demotion, house or base detention, revocation of already modest pay, and social sanction comparable to a bad apple in a small town.  Paid vacations are not in his future.
