They are talking about Government! The military is getting ready for a BIG Government coup. That's why Congress is doing so little. They realize that  further action on their part might move them into the character of Obama. And when the military take-over finally happens, Obama (or his successor) and all who are "in bed with him" will be among the first to go down.

The military is the BIGGEST leaker of secret info. Manning only happened to get caught. Assange and Snowden were acting on military request and/or orders!
