The authority of Congress is behind Obama. It isn't Obama that is the bad guy. It's Congress that has the control. They could reign Obama in, defund defense, pull any number of rugs out from under his feet... if they really wanted to. Sure, Obama is the bad guy. But he is also the fall guy.
