Innocent until proven guilty is still largely the case. In this case, Government is innocent until proven guilty.
If Government can hide what it is doing, they can keep themselves innocent. The application for us is that this might trickle down to cops, and the whole police brutality thing can be hidden so that cops are always innocent, because they will never be proven guilty.
