Accept it for value using the United Nations Universal Postal Union laws that the United States pushed the world into adopting. Using those laws, you can become a temporary post master of the mail you send registered to Government. If they don't accept your mail for value, they are in default. You have become the prosecutor in a case that takes them out of their position in Government where you can have them tried personally.
