The POTUS like other governors is constitutionally sworn to take care that the laws are faithfully executed. That can happen in several ways regarding an unjust and very harmful law. 1) The law can be so enforced that the people force a change in the law. 2) The POTUS and the state governors can issue a broad grant of pardon upon the virtue of parole oath. 3) both 1) and 2) should be done at the same time.
