Anybody who has relatives or friends on the outside of the U.S., can bring them in by going to court man-to-man with any government official who sides against letting them in. This is Constitutional law. It's in the 6th and 7th Amendments in the jury trial. All you have to do is get the jury to recognize that your Hispanic buddy is welcome in the USA. The administrative authorities have no recourse other than to obey jury rulings, if you do it the right way.
