The Mayor sounds like an idiot.
Firstly, there was more than one cop at the scene:
1. The guy putting a choke hold on the man on the ground, and
2. The guy in the white shirt who kept saying that the uniformed cop was a "good guy."
If the the cop was worried about there being no "back-up," he shouldn't have escalated the situation by doing what he did to the woman.
