I am all in favor of people taking no vaccines if they wish not to.  They should notify their health insurers about their decisions, and be responsible for all charges just in case their children become ill from some against which they would have been protected if vaccinated.  Oh, and if they are of limited means, and a health provides wishes to give no care unless paid in advance, well that is the price of freedom :-)
