Phoenix to scan for parking scofflaws

Phoenix Police go hunting for motorists who owe $2 million in unpaid parking tickets, using high-tech cameras capable of scanning thousands of vehicle tags a day to recover more than 15,000 unpaid fines going back 10 years.
