12th Grade Proficiency Numbers are Horrible

The 12th Grade proficiency numbers for 2019 are terrible and we need to fix them. They have gotten worse since 2015, but even then they were very bad. The education system is filled with sjw teachers that spout the sjw narrative and choose not to act
