My father's side of the family escaped the ravages of Nazi Germany. My German grandmother and my father made certain that I learned the lessons of oppression, discrimination and genocide very well. These principles were ingrained into my upbringing.
At one time, German was the envy of most of the world. They had the best scientists, German education was outstanding and they were leaders in the arts. So how did a highly sophisticated educated and intelligent Germans fall victim to the corrupt Nazis which set the tone for genocide? More to the point of this article, does America need to fear the rise of the same totalitarianism that infested and destroyed Germany? The answer to this question has its roots in the demise of the legitimate church and the compromising of the media and both things are happening in today's environment..
The Fallen Church
German pastors stood at the Nazi rallies with their right arms extended chanting loyal phrases directed at Hitler. For these misguided so-called religious leaders, Hitler had replaced Jesus, and today's people wonder if the anti-Christ could really gain a foothold in today's world.
What should have been the first line of defense was the most important betrayal of the American people. With few exceptions, the religious leaders cheered for Hitler in the midst of mass murder of Jews. Gypsies and homosexuals as well as the handicapped and the mentally ill.
The German pastors, as a group, sacrificed spiritual integrity for political expediency and profit. Most of today's church and their accompanying pastors are no better than the German pastors ho capitulated to Hitler. I remember a time in this country when the many in the pulpit would speak out against murderous abortions and the incessant attack upon the Christian family values of the modern American family. Those voices have grown silent.
Today's pastors are more concerned with preserving their 5013c tax exempt status which prevents them from taking political and moral stands. Metaphorically, today's pastors are standing with their right arms raised toward the Nazis of the modern era. Silence is capitulation. But even the Nazi-era pastors have been outdone by the American pastors because most German pastors did not assist with death camp roundups. However, American pastors have crossed that line.
Even the Nazis Didn't Have Clergy Response Teams
Many people in the independent media have reported that an estimated 28,000 pastors were recruited by FEMA/DHS, as part of the Clergy Response Team, and that their initial and primary training was to tell their flock to obey the DHS version of Romans 13. Romans 13, in the King James version of the Bible, begins:
"Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God." Romans 13:1
Many of us have been quick to point that this bastardization of the Romans 13 is designed to force compliance to government edicts who might not otherwise comply.
Certainly all governments are not established by God. Were the governments of Stalin, Hitler, Pol Pot, all ordained by God? What about George the III? Most people in the independent media think that this is the extent of the threat posed by the existence of the Clergy Response Teams.
Romans 13 Is Just the Tip of the Iceberg
Why do I bring up Romans 13? Because it is symbolic of the complete servitude that the remaining people in America will soon face and the Christian church is at the tip of the speer with regard to moving America into an unprecedented level of tyranny.
Clergy Response Teams
I have discovered that the Clergy Response Teams are taking on much more nefarious duties and it can be accurately stated that the pastors associated with the DHS/FEMA/Clergy Response Teams are going to be doing a whole lot more than encouraging their flock to obey the government.
Several years ago, I conducted a telephonic interview with Pastor Walt Mansfield. Pastor Mansfield was among the first of the pastors recruited to become a part of the Clergy Response Team. The revelations he conveyed to me about this program had pastors doing a whole lot more than preaching Romans 13. But before going to the disturbing contents of the interview, let's take a look at relevant legislation which helps to legitimize Pastor Mansfield's outrageous claims.
Background Legislation
On December 31, 2011, President Obama signed the National Defense Authorization Act (NDAA) into law which in addition to allocating $662 billion to the Pentagon also contains a measure which allows U.S. citizens to be taken into custody and held indefinitely without ever being charged with a crime. This is Nazi style legislation.
Not only can any citizen deemed a threat to "national security interests of the United States," be held forever without receiving a trial, but the military will be the ones arresting those citizens.
NDAA Section 1022, subsection c allows "(1) Detention under the law of war without trial until the end of the hostilities authorized by the Authorization for Use of Military Force."
The National Emergency Centers Act or HR 645 mandates the establishment of "national emergency centers" to be located on military installations for the purpose of to providing "temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster," according to the bill.
The legislation also states that the camps will be used to "provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations".
The bill also provides that the camps can be used to "meet other appropriate needs", as determined by the Secretary of Homeland Security. This a Carte Blanche mandate that many fear could mean the forced detention of American citizens in the event of widespread rioting following a national emergency or a total economic collapse.
Pastor Mansfield's "Insider" Revelations
Pastor Walter Mansfield was recruited to become a member of the Clergy Response Team which would operate under the control of NOVAD and DHS. Mansfield's revelations about his experiences are stunning and concerning at the same time.
Pastor Mansfield attended several briefings and he could barely believe his ears. He learned of the government's plan to enact martial law as well as to implement forced population relocations. Mansfield emphasized that when martial law is enacted, the enforcement would be immediate. In other words, family members will be separated from each other and part of the training that the clergy received was how to comfort separated family members.
Pastor Mansfield emphasized that the FEMA/DHS drills were predicated on bioterrorism. This is exactly what my relocated FEMA source told me before he and his family left. The pastors were trained to go to homes were people refused to be relocated by the authorities and their immediate job was to convince the reluctant to willingly go to the relocation camps. Ostensibly, this was to be done in lieu of sending in the SWAT teams.
I asked Mansfield if FEMA camps were real and he stated that much of the clergy training focused around this scenario of pastors operating within the forced relocation centers. The main goal of a pastor assigned to a FEMA was to bring order and encourage compliance with DHS requests, hence, the emphasis on Romans 13.
The pastors were forced to sign non-disclosure. Interesting, the pastors were told not to quote Scripture. The DHS document which was prepared for the pastors clearly stated that Scripture had been used to "oppress" people in the past and the presenters strongly discouraged the its use. Please see the following excerpt from one of the DHS training manuals:
Healing Scripture and Prayer In the Pastoral Crisis Intervention
"During a time of crisis people do go through a "crisis of faith."
Sometimes quick mention of God and scripture may not be helpful. As we all know the Scripture has been used to oppress, dominate and at the same time used for healing and reconciliation- renewing of relationship with God and people. If the pastor senses it is appropriate to use the scripture and prayer, it must carefully be done for healing of victims not to uphold pastoral authority." (Page 14)
In other words, all legitimate pastoral authority was abrogated by the pastors who participated in the roundup of American citizens.
Also on page 14 of the same training document, pastors were admonished to avoid "Unhealthy God talk…." Specifically pastors are ordered to avoid using references to God when helping people cope with the loss of a loved one:
"4. God must have needed him/her more than you."
"5. God never gives more than we can handle."
Pastor Mansfield also revealed that pastors will be issued badges under the Clergy Response Team program. Any pastor not displaying the badge, indicating that they have been trained under these guidelines, will not be permitted into the established and designated "DHS safety zones". This reminds me of the banishment of religious figures from Plymouth Colony who, in good conscience, refused to go along with some of the extremism of that day. Along these lines, the Clergy Response Team is also a "Kool-Aid drinking program". Pastors are absolutely forbidden to publicly to speak about any aspect of the program. If you were to ask your pastor if they are a FEMA trained pastor, they will not likely tell you.
Disturbingly, Pastor Mansfield reiterated several times that the number one job of these pastors is to calm down people and encourage their compliance within the people's new surroundings.
Pastor Mansfield also stated that pastors will be utilized as informants. This violates the legal privilege of confidentiality between pastor and church-goer, that is currently recognized by law. All church-goers can no longer trust the sanctity of personal confessions and revelations made to pastors, priests or rabbis'. This one illegal act by DHS completely undermines the Christian Church in America!
America should heed this warning, even the Nazi-era pastors were not this compromised. The American church has been virtually compromised. When the American death camp roundups begin, the infrastructure for the participation of the church in the Great American Genocide have been put into place. The means of our enslavement and demise are merely awaiting circumstances to arise to set the church into motion to fulfill its New World Order mission. How do you know if your church and pastor are compromised? If your pastor has not vehemently condemned abortion as murder in the past month, then they are compromised.
The Trigger Mechanisms for the Coming American Genocide
In any genocide there are four prerequisite factors:
(1) The compromising and capitulation of key institutions such as the church and the media.
(2) The elimination of free speech so that the instruments of oppression cannot be identified for all to see. To be successful, the death blow to America must be largely unanticipated.
(3) The confiscation of guns so that people who are loyal to traditions of a country cannot defend themselves.
(4) Genocide commences after the people are placed in a catatonic state through the complete control of the media.
My German grandmother taught me that evil people will always seek to control the narrative. For the Nazis, they placed their people in a catatonic genocide by controlling the radio. Control of the media was easier in the 1930's because there was no Internet or television. However, in today's world 98% of the media falls under the control of 6 globalist corporations.
The Cost of Resistance
In the days of Nazi Germany, nonconformists were murdered or sent to concentration camps to be murdered.
In the days of Nazi Germany, children were utilized to spy on their parents for having improper political views. When the children turned in their parents, the parents were often publicly murdered to serve as an example to others as to what can happen when one resists. Today's America is on the doorstep of participating in this brand of tyranny. Today's Nazi, the extreme liberal left (eg Ocasio Cortez, Kevin De Leon, Dianne Feinstein, Elizabeth Warren) don't need children to spy on their parents. They have the NSA and social media to do that for them. When the crackdown comes, the naughty and nice list has already been determined.
The Modern Day Nazis Are At the Door
James Dobson says it best when he recently wrote "We are not experiencing Nazi-like tyranny yet, but we are steadily being expected to think, speak, write and act in a prescribed manner in conformity with what is now called "political correctness." The mainstream media has become a tool to influence elections and spread this belief system. Sadly, the rights handed down to us by our forefathers more than 200 years ago are gradually being overridden, ignored, contradicted or disregarded by the courts and legislatures. Alas, we are less free now than we were even five years ago.
Along these lines, social media is imposing rigid Nazi like standards. Anything that praises Jesus or the economic accomplishments President Trump, must be banned. Keep speaking about these issues and the user's social media accounts are terminated.
In a tyrannical take over, the attack on the first Amendment always comes first and social media is leading the Nazi-style charge to destroy free speech. Fact: President Trump just thumbed his nose to one of his biggest supporters, Alex Jones, when he refused to use the power of the President to reign in the illegal behaviors of the social media monopolies.
Fact: One-time staunch supporter of Trump, Gary Heavin, retired owner of curves, philanthropist and movie producer, stated on The Common Sense Show, that he no longer supports Trump and that he is clearly compromised. In the interview, I was shocked but I could not deny his supporting evidence. I desperately wanted Gary to be wrong! Sadly, everything he said was true.
Is It Time to Forsake Trump?
Am I jumping off of the Trump train? No, I am not, I am being pushed of off the train by his unexplainable inaction in moving to protect the only media that has been friendly to the President.
There is no denying the many great economic accomplishments of the Trump administration. However, and for the time being, he has clearly deserted his base. This is my line in the sand for Donald Trump. If Trump does not move to undo the illegal censorship of the social media giants, it is time for the Independent Media to re-evaluate where we will place our efforts.
The social media giants are low hanging fruit. They are in such blatant violation of Federal law, that prosecuting them is easy. Again, under the open forum laws that all social media giants claim membership status in, they are not allowed to discriminate and censor. Ted Cruz exposed the open forum umbrella that all the social media giants are operating under. Further, there is no question that the social media giants are monopolies. In fact, they are poster-children for this concept. However, monopolies cannot selectively censor without being in violation of anti-trust laws. Again, where is Trump?

The Goal of Censorship
As I previously said I used to be marginalized by being labeled a conspiracy theorist. After several decades of employing that strategy, it no longer works.
The globalists are attempting to permanently silence the Independent Media once and for all. In the election of 2016, they made a mistake and it cost Hillary the election. They are determined that our influence on the upcoming mid-term elections is negated.
Heed my next words. The globalists have made another miscalculation. Even if every alt right media source was effectively censored the Blue Wave coming from the Democrats will fail. The damage has been done.
What's Coming?
The answer to that question is another question in response. Blue Dawn, Red Dawn and the destruction of America is on the table. There is no hiding the agenda of the globalists.
Many journalists are predicting widespread violence between now and the November election. Trump will be either a Hillary clone, at this point, or he will just fade away and become another New World Order puppet, or he can take some political viagra and act accordingly.
Trump could still act, but I am not holding my breath. He needs us now in the midterm elections any by October many of us are going to be MIA. Donald Trump Jr. did talk about censorship yesterday, but he's not his father.
What's Next for the Media
One must ask, if Trump continues to desert those that brought him to power, what lies next? Will the American people have anywhere to go to learn the truth about what is happening? The answer is yes, because nature hates a vacuum.
Unless Trump acts decisively, and soon, there will be significant changes. You will not see any of us on Facebook, Twitter, Instagram, Youtube, etc.
The Independent Media (IM) will change form. The subscription model put forth by John B. Wells will very likely be repeated. With the revenues from Youtube, Facebook, etc., drying up, we will see the IM move to subscription services. At first the public, who are used to getting a free lunch (80%), will yell and scream at having to pay a subscription. However, after watching a week of CNN, they will return and pay a nominal subscription fee. What you will see in the future, if this censorship trend continues, are nothing but websites and radio shows generated from those websites. However, the IM will have to be on a platform that they cannot be removed from such as GoDaddy. I have already positioned myself in this manner and my radio show is not hosted by anyone that can be pressured.
In the final analysis, we are witnessing the Great American Book Burning. Today's libraries are housed on the Internet. The Alex Jones wing of the library was burned down in this latest purge. And what is that saying…..Where they burn books, they will soon burn people. We are no living under the American version of Maoism. What did Mao do to the Chinese people after the books were all burned and all information was controlled? He murdered 60 million of his own people. This book burning is a precursor to a Maoist style genocide. Look at George Soros, the man who betrayed his fellow Jews to the Nazi and tell me that it cannot happen here. The Social Media Gestapo Has Killed Alex Jones
The first time Mike Adams had his Youtube channel obliterated, I put him in touch with someone who turned some screws and his channel was restored. Unfortunately, Mike got banned again for telling the truth and he formed real.video as a result. I attempted to help Mike Adams because his work, on behalf of America, is quite good. Mike Adams is one of the poster children for what is wrong with social media. He is banned today from much of social media for expressing his personal opinion as well as his publicizing his professional research. Mike's story is becoming the norm, which is that censorship from the extreme left, is winning. We live in a journalistic world where up is down, black is white, war is peace, truth is a lie…. Can't you just feel the boot of oppression stomping down on your throat?
I am fortunate enough to know nearly everyone of importance in the Independent Media ranging from Steve Quayle, to Doug and Joe Hagmann, to Dr. Ted Broer, to Paul Preston, to Mike Adams, to Paul Martin and many others. I do not know Alex Jones. Our journalistic styles could not be any different. Despite that Alex Jones staff, of over 11 years ago supported my fight against Senator McCain and how he and his merry band of globalists tried to steal all 300 homes in my community, without compensation, Alex would have none of this story. I have never had a conversation with Alex. I don't like him, I don't dislike him. I do not know him. However, with regard to his overriding message, I agree with Alex Jones. Jones' message is clear, "The Constitution is the supreme law of the land and we cannot allow globalists to run our government any longer". And for being consistent with his expressed beliefs, Alex Jones is paying a heavy price. Social media is trying to bankrupt Alex Jones. I have no reason to support Alex Jones, but I stand with Alex Jones because it is the right thing to do.
What most people don't realize is that the Independent Media is the last line of defense in this country. Without the Independent Media, who will tell you the truth? CNN? MSNBC? ABC? Google? Twitter? What a joke! The world is about to be presented as one big Satanic point of view with no dissenting opinions. It would be anti-family, anti-American, anti-Christian and anti-human. You will lose control over energy use, child bearing, nutrition, access to basic resources, etc. When the Independent Media dies, the music dies, America dies and many of you, 90% to be exact, will die too.
I stand with Alex Jones, because the alternative is frightening beyond belief. Alex Jones has been banned from social media. Soon, CNN will be the only reality that you will see and hear.
A Brief Description of My Negative Experience with Social Media
In 2017, I produced a short Youtube video on government documents related to FEMA camps. To date, it has drawn over 1.2 million viewers. Today, that video will garner about 10,000 views, I think. I feel compelled to put the qualifier in the statement because I am not sure about my Youtube numbers. My confusion is well founded. In a typical month, I might net around a 1600 person gain in subscribers (people who add and people who leave). Yet, my total number of total subscribers might not vary more than 20 people. Youtube must really think we are that stupid that we cannot do basic math.
The Youtube (YT) shenanigans don't stop there. I may post a YT video on my website and it will get 20,000 views. However, YT shows that the total views is under 3,000. This happens almost every day.
Additionally, YT blocks my notification from going out. On a typical day, I will receive 10-15 emails from people telling me that they are being notified that of my 10 video releases for that day. My videos rarely show up on "suggested videos".
I never advocate for violence, I never advocate for discrimination against people due to race, religion, political ideology, sexual preference or any other demographic characteristic. I have no YT strikes, yet, YT is shadow banning my work and lying about the number of views that I receive along with how many subscribers I have. I have been stuck at between 98K and 99K subscribers for a year.
I have been demonitized on my YT videos or encouraging "people to vote if they do not like something". I had a video demonitized for agreeing with CNN on the level of Chicago violence.
My friend, Pat Wood, owns the popular phrase "technocracy news". Yet, when one does a Google search, Pat's work never shows up until the second page. I could go on and one, but the reader should get the idea. Social media lies about lying.
Will Government Step Up?
My quick response to the question posed in the subtitle is no. Why not? The real power behind any nation has usually engaged in some level of unscrupulous behavior to get to where they are (eg Rockefeller burning down the oil refineries of competitors). They need to lie to cover their bad deeds. To perpetuate the lies, they need a complicit series of mainstream media outlets who will lie in their behalf. Typically, the two entities engage in a symbiotic relationship of trading advertising revenue for obfuscation of the truth. In other words, the Deep State needs a complicit and untruthful media to perpetuate their image and to hide their bad acts from the public. This relationship is firmly entrenched in the American media. If you do not think so, go to search engine (please not Google) and put the name of Amber Lyons. She used to hold a prominent reporting position at CNN. She left in disgust when she realized that CNN was being paid by the CIA to cover some stories and not others. And who can forget Jeff Bezos and his $600 million Washington Post deal with the CIA? Who could trust anything any media outlet would say and this is what we know about? We should stop all reference as the Mainstream Media and change it to the Ministry of Truth.
Quiet Voices From the Wilderness
There has been two voices who have taken on the censorship practices of social media and they are Ted Cruz and and Darrel Issa. What about the other 543 members of Congress? What about President Trump? He would not be sitting in the Oval Office today without the support of the MSM. Community Standards
All of social media justifies their blatant and one-sided censorship by hiding behind their very vague and nebulous "community standards" where prohibited "hate speech" consists of telling the documented truth about the criminal behavior of Hillary Clinton. The liberal use the so-called term, "abuse", is exemplified by the banning of accounts of people who dare to attack existence of Hollywood pedophile rings, even when the author documents their content with mainstream media information. Personally, my work has been censored on topics by YouTube even when the same exact content is permitted on YT's Fox and CNN channels.
In summary all of the social media policies related to their "community standards" are purposely vague so they can pretend to have a basis for blatant censorship of political ideology.
Catch 22 for the Social Media Forums
Recently, Ted Cruz stated that social media, because they are a recognized monopoly and because they censor, are responsible for every post that appears on their platform. This would make all of social media criminally liable as well put them in harms way for civil sanctions for any and all content on their site. This has to do with social media's violation of the Open Forum statutes which will be explained in more detail. Cruz, as well as some lawyers have said the same thing. The legal bite of the concept of "open forum" is captured at the end of this section in a brief exchange between Cruz and social media representatives testifying before Congress.
Watch how the liberal morons from social media can't even keep their stories straight. They are clearly trying to achieve the protected stats of an open forum, but are still trying to censor in violation of the legal concept. This is the Achilles heel of the social media giants.
House Representative Darrel Issa (R-CA) told Fox Business Network that he is calling for an investigation with of Social Media censorship. Although Issa did not cite specifics violations of statute by the social media giant, he stated that Congress would be calling for an investigation of social media giants that includes Twitter, according to the The Gateway Pundit.
Being the chairman of the House Oversight Committee, Issa's bark does carry a little bark, but not nearly enough. However, don't get your hopes up. The number of social media lobbyists now outnumbers the the lobbyists from health care and insurance combined.

For right now what we want to do is we want to get them to admit the truth which is it doesn't seem logical that when they come up with a new algorithm it only seems to affect Republican conservatives such as Jim Jordan and the like…It is the reason that both the Judiciary Committee and the Oversight Committee are trying to schedule on the first day back a hearing with Twitter to give them an opportunity to explain how this anomaly that only seems to affect conservatives.

Kevin oversaw the growth and research of APG until it was sold it to Applied BioSystems. In 2000, Kevin Co-Founded Agencourt Biosciences Corporation and acted as the CSO until 2005 where it was acquired by Beckman Coulter. The DASH Distributed Autonomous Organization (DAO) has voted to fund the sequencing of a Type II cannabis plant and place this genome on a public blockchain with a novel crypto-incentivized, blockchain transparent peer review process.

This is the second phase of a January 2018 funded DASH project with the highest voter turn out of any project currently funded.
There are two important reasons to expand this investment.
1)Very Broad Cannabis Patents are now issuing. Any plant that makes CBDA and THCA are now covered by this patent. These are called Type II Cannabis plants.
Many people claim to have Type II plants still alive today that predate the 2013 filing of the patent. In fact Type II plants are believed to be the natural Hardy Weinberg equilibrium of the THCA/CBDA synthase genetics. Humans bred toward Type I plants during prohibition. Type I plants synthesize all THCA and little to no CBDA. Fortunately we published the genome of a Type I plant in 2011 to assist in prior art generation and public ownership of Type I plants. By placing the sequence of a Type II plant public, we can help enable the community to sequence their documented Pre-2013 Type II plants. They can then compare their sequence to this public reference to document the Bt:Bd allele (mentioned in some of the claims) and any other similarities. This will assist in building a Prior Use Exemption and more public evidence for the invalidity of the claims.
2)Peer Review is broken and DASH can fix it. 50% of Scientific manuscript's experiments can't be reproduced. The journals with the higher impact factor have a higher retraction rate. Retraction rates are increasing dramatically. The Peer review incentives are based on costly and rusty Gutenberg era publishing economics. There is a near zero cost to publication on the internet today. Crypto-incentivized, blockchain transparent peer review will dis-intermediate this market and re-align the incentive models for higher accuracy, more transparency and faster turn around times.

City Budget
Phoenix can meet its pension obligations, maintain city services, pay its bills, and foster organic growth all without raising taxes.

As mayor I will say -

NO, to pet political projects!
NO, to new bond debt!
Instead of staying focused on innovation and efficiencies in core city services and meeting its obligations to our first responders and city employees the city council passes the buck in favor of special projects and subsidies for their developer buddies.
When that decision comes back to bite them in the pocketbook, instead of cutting that bloat in the budget, politicians cry poverty to the working families of Phoenix and demand they give up more of their hard earned money or risk losing core city services. This cycle of spend, threaten, and tax must end.
I propose switching the city to a more transparent and accountable priority-driven budget process, as recommended by the Government Finance Officers Association. This method resets the budget back to zero every two years, instead of just accepting the previous budget's spending levels and then adding more to it. The core city services (public safety, infrastructure, clean and reliable water delivery, and sanitation) and the pension obligations would receive the top priorities for funding. From there any additional projects or programs are prioritized based on available funding, community need, desire, expectations, and previous results.
Using taxpayer funds for the stadiums of billion dollar sports franchises will never be a budget priority. I love our local sports teams, but as long as they are demanding the public subsidize their stadiums… I cannot cheer for them.
As mayor, one of my top priorities will be to fulfill our pension obligations and quickly pay down those liabilities, ultimately avoiding the projected $2.3 Billion in interest payments. See my Pension Crisis Plan for a more detailed analysis of the pension debt.
Every budget cycle agency directors, project leaders, and department heads submit a "cut list" to the city council. This is blueprint of what and how they would cut spending within their department, without risking core services, if a reduction of 10% was needed. Until a priority-driven budget process was implemented, I would accept the "cut list" at 3% from each and every department. That 3% cut would be shifted to paying down our current pension debt faster, to avoid $2.3 Billion in interest payments we won't be able to afford.
It's just 3 pennies. Every time a politician calls for a new tax they say "it's just 3 pennies." If it is so easy to keep taking 3 pennies from working families, it won't be hard for the council to cut 3 pennies.
Pension Crisis
Phoenix must be a city that honors its obligations, but also a city that embraces change and innovation.
We must continue to honor the agreements we've made with our city employees and first responders. While many taxpayers do not like the idea of lifetime pension payments, this is the type of retirement plan, as part of city employment contracts, that both sides agreed to at the time. While time and technology have advanced, our retirement systems are still deadlocked into last century's ways of compensating retired public employees.
We must be city that honors our agreements, but also a city that embraces change and innovation.
The Phoenix pension system, and crisis, is broken down into two sections, PSPRS and COPERS.
Public Safety Personnel Retirement System (PSPRS)
PSPRS is the state run retirement system for public safety officers (police and fire). In 2016 there were some major reforms to the PSPRS program, including allowing new employees to choose between a Defined Benefit (pension) or Defined Contribution (401k) retirement plan which will limit future financial risk to both the taxpayer and the employee. One of the other changes required cities to create and implement plans to pay down their pension obligation debt.
Phoenix was given 19 years to pay off its current unfunded pension liability of $8.7 billion. However, instead of cutting pet political projects and making tough choices on budget priorities, the city council chose to extend these payments by an additional 10 years.
Extending the payment terms by a decade does create smaller payments, with fewer tough votes for politicians, but will also add an additional $2.3 billion in interest. This boondoggle won't be faced by anyone on the council today. In 30 years it will be the problem of the children being born today.
The current city council, some who even claim to be fiscal conservatives, saved a little money today by burdening our children with a massive $2.3 billion interest bill.
As mayor, I will call for a 3% reduction in across the board spending to be shifted to the pension liability payments. This will allow us to pay off this debt within the original 19 year period and avoid a crippling interest payment. You can read my City Budget Plan here.
City Of Phoenix Employee Retirement System (COPERS)
COPERS is the city run retirement for city employees (excluding sworn police and fire). In 2015 voters passed Prop 103 that created a hybrid retirement system for new employees. The problem with the COPERS system and Prop 103 is that the unfunded liability is still around $1.8 billion. The hybrid system, created for new hires under Prop 103, says that anything up to $125,000 in annual salary counts towards the defined benefit (pension) plan and anything over $125,000 counts towards a defined contribution (401k) plan. The reality is very few newly hired employees are making over $125,000 in annual salaries. That means the risk is still 100% with the taxpayer.
As mayor, I would like to negotiate with city employees and propose a new charter amendment that lowers that hybrid threshold to $85,000 and create a defined contribution option for newly hired employees that would include a 9% employer matching, similar to the new option under PSPRS.
Under a defined contribution plan the employer matching is paid in at the time the employee receives their check. Not 30 years down the line, subject to the political priorities of an elected official.
Also with a defined contribution plan a newly hired employee has more options of incorporating any previous retirement plans and has the portability to take their retirement with them, should they decide to seek employment outside city government.
This will create retirement stability for the employee and remove the long term risk to the taxpayer.

Infrastructure and Traffic
Infrastructure:
Why does it take so long for potholes, sidewalks, signs, streetlights, and roads to get repaired? The city uses a prioritization system to determine which reported problems get repaired first. That means a low level pothole repair will get bumped whenever a priority location gets reported, indefinitely. As mayor, I will propose a First In - First Out system.
Traffic:
Travel down the westbound lane of Thomas Road at 3pm on any weekday and you will experience firsthand the gridlock plaguing Phoenix. What causes this daily traffic jam?
Daytime construction projects and road maintenance, frequent stops by school and city buses, trading traffic lanes for bike lanes, and static traffic lights are few of the main culprits.
As mayor, I will propose limiting construction and non-emergency road maintenance, which can cause traffic slowdowns, to evenings and weekends in primarily commercial areas. I will also seek developers to help sync the city's traffic lights up to newer technologies that can adjust the single times based on real-time traffic data.
Riding a bike is fun, taking the bus is economical, and a trip on the light rail is quick. How you get from point A to point B is a decision best left up to you. Creating public transportation policies that punish you for choosing to use your car have Phoenix streets all backed up.
Bike Lanes:
Riding a bike is a fun, healthy, and environmentally friendly way to get around the city. But it is not a viable transportation option for most Phoenicians. Especially in the summer months when temperatures are well into the 100's.
Phoenix currently has nearly 800 miles of bike lanes and paths. The city is implanting a 5 year plan that will add another 200 miles. The Street Transportation Depart has admitted that it doesn't have enough easements for this project and will need to "be creative". That is code for taking more traffic lanes. I support adding more bike lanes and paths, but not at a cost of increased commuter traffic.
Also, as part of that plan, the city wants to commit to adding an additional 1,000+ miles of bike lanes and paths by 2050.
Clean and Reliable water
While Phoenix is an arid desert city, we often take for granted our clean supply and reliable delivery of water. Water is critical for all of us. Without a clean, reliable, and affordable supply of water Phoenix will vanish.
Did you know that current low water levels at Lake Mead could potentially trigger an automatic "Tier 1" shortage or that the Colorado River operational agreement expires in 2026? How is the city planning for these potential issues? Are the programs put in place 5, 10, or 30 years ago working?
Instead of focusing on pet political projects, perhaps the city leaders could update the 2015 "Water Resource Plan" or the other public documents from 2011 on our water storage programs.
Trash and Sanitation
Bulk Trash:
Do you know when your bulk and heavy trash weeks are? Most people don't. It's not their fault, it's complicated schedule of what week ever couple of months you can put trash out and then what week the city will come by and collect it. In the mean time you have a pile of trash in front of your house for a few days to a couple weeks.
Wouldn't it be easier if there was just one day per month, or even every two months, which was designated as bulk trash day for your neighborhood? It would be the same day each time, without a complicated calendar or a landfill in your front yard.
That's how most major cities handle bulk and heavy trash collection and there is no reason for Phoenix to continue its outdated and cumbersome schedule.
Clean Alleys:
Walking down the alleys and back rows of Phoenix is disgusting. Trash and yard waste everywhere. But there are just too many miles of alley ways for the city to keep them clean. On the other hand, you as a property owner shouldn't bear the punishment of cleaning it up or face a fine because someone dropped trash behind your lot.
As mayor, I will develop a volunteer program similar to the AZ Adopt a Highway program. Neighborhood and civic groups, local business, and even HOA's would sign up for a two year commitment to collect trash along a stretch of alleyway. For this they would get city recognition, volunteer credit hours, and a sign and other notifications to the neighborhood that they are helping to keep the area clean and free of debris.

My team has been working with ASU researchers, local non-profits and churches, private sober living facilities, former city staffers, social workers, uniformed officers, and addiction counselors to develop an adaptive and sustainable plan to address this issue.
Our plan can be boiled down to these 5 points:
1. Treat people with dignity, respect, and humanity. Being poor and homeless is not a crime and continuing to use some other pretense to arrest someone in hopes of forcing them into social services will not work.
2. Dispatch social workers, backed up by reserve officers, to non-critical calls relating to mental health and homelessness issues. Our uniformed officers have their hands full responding to critical calls for service. We already have a network of qualified social workers that have the experience needed to navigate people through local support services.
3. Create space at the table for ALL of the local non-profits. What the city has failed to realize, in mandating its "one size fits all' C.A.R.E.S. program, is that there is no single solution. Creating public policy based solely on the perceptions of a handful of politically connected organizations has not worked. We need to hear from everyone engaged locally with this issue. Every non-profit, that has a unique perspective and wants to be part of the process, will be included in all policy discussions.
4. Expedite variance and permit requests for non-profits. The process of getting city approval for new non-profit transitional and crisis housing, sober living and addiction treatment facilities, and support centers can take years. By the time the doors are finally allowed to open the needs of the community may have shifted. Expediting variances, permits, and other requests will allow local non-profits to quickly adapt to the changing needs of the community.
5. Assist effective non-profits in fundraising through private donations. Some politicians think creating new tax payer funded programs would be easier and faster. The truth is that publicly funded programs that can be held hostage by political priorities and the city's budget constraints is not a sustainable solution. As mayor, I will advocate and assist in fundraising for non-profits that are helping us support the underserved citizens of Phoenix.
We can never completely eradicate poverty and homelessness. Continuing to cling to the false hope and rhetoric of perfection will keep us from making meaningful improvements.
