 This is entirely consistent with the language of the UN edict. Among the permissible reasons coalition aircraft may fire upon Libyan forces is if civilians are directly threatened or under attack by government troops. Well, the rebels are civilians. And the few military units and professional military commanders opposing Gaddafi have read the UN resolution carefully, and are holding back the professional soldiers so that the coalition can see nothing but civilians under attack. This gives the aircraft carte blanche to obliterate anything they please, and holds the strongest of the opposition rebel army in reserve for the final big push into Tripoli.
