If you think the government is above staging a catastrophic event in order to impose martial law and seize total control I would ask you to watch the movie "V for Vendetta". It is based on such an event in England.
With the powers usurped by the executive branch and others ceded by congress the president now has the ability to declare martial law in the event of a disaster, real of staged. That would allow for the suspension of elections and the installation of an all powerful presidential figure.
If you don't think thiscould happen here you need to do a little historical research.
