If a law is partly constitutional and partly unconstitutional, what should we do if we want to keep the law? Two possibilities. Adapt the law to the constitution or amend the constitution. Everything else is not only dishonorable, but it is criminal.

All laws requiring the registration of private vehicles and the licensing of private vehicle drivers as they stand are partly unconstitutional.

Arresting and fining of people for the suspicion of threat of damage or harm from the use of private vehicles is in force illegally, way beyond what the constitutions allow for.
