With all the information of who the perp. is and nationality. thisindividual could have been arrested a long time ago ,without this stupid aproach ,too late !
Any competent cop would place a stakeout,immediatly after the first rape.
They had the locations,and type of victims involved, as well as the time frame.
The questioning should have been immediat and not a second,or week later.
Fire this joker and get a real investigator to handle the case !
How difficult is it to trace a Hispanic rapist in that age range ? Talk about after the fact lazy !
