It's a catchy phrase, "Shrink to survive" but I must say I am confused-- does this "bulldozing to revitalize" theory make sense?

i.e. Does anyone agree that bulldozing everything would lead to a revitalized area? --Or would it  lead to a "ghost town"?

Any thoughts?
