The Maricopa County Board of Supervisors on Monday resolved to establish financial disclosure rules for county officials, partly to comply with a judge's order.

In fact, the Board has voted to do so three times already - in 1974, 1984 and 1994 - but never did so in a manner that conforms with state law.
