What they leave out in this story is that part of the impetus for cell phones in prison is that the system rapes the prisoners by charging them an arm and a leg to make phone calls.  If you don't have lots of money to make  "legal" calls you are screwed. It becomes a choice of your spouse on the outside feeding the kids or talking to  her husband in jail.
