the risk of what happens when things go wrong with a nuclear fission plant is just too high

I wonder what a free market in energy would look like?  As it is, just as we found with the banking meltdown, risk--a necessary part of a functioning market--is completely absent from the energy sector.  Would a private insurance company even insure a nuclear fission plant?  Would it insure a deep water drilling platform?  If entrepreneurs were liable for the damage they cause and the risks they take, and unable to count on the State to grant them immunity, would the market have long ago developed a safe, reliable, efficient source(s) of energy?
