Munnell's memo contained a variety of allegations, including one in which Hendershott ordered deputies to write a search warrant for a conference room that county supervisors use for confidential meetings. When deputies refused to write the search warrant, Munnell claimed in his memo, Hendershott complained that he was "fresh out of loyal guys," then threatened to "machine gun" sheriff's detectives who would not cooperate.
