My understanding of the matter was that the information gathered on Iraq did not, on its face, provide strong support for the WMD assertions of the politicians. Moreover, I was also under the impression that, to the extent that CIA analysts were able to render independent opinions without political interference, their findings were not supportive of the politicians’ WMD assertions. Indeed, isn’t that why the dumbest man on the face of the earth got tasked with setting up his own intelligence-faking operation?

Now, on a narrow point, you could argue that it was still an intelligence failure because the evidence against the WMD case was not as strong as it could have been.
