I think that Snowden realizes that most of the South American countries, despite their bravado, are puppets of the United States Government. In fact, the reason for all the Obama droning of folks in the Middle East is that these countries are too war-like, too stubborn, too independent to fall down and worship at the feet of the Obama/Big Banks/ Big Pharma regime.
