The former head of the Ukraine is generally in favor of improved relations with Russia. He may be hiding in the Crimea, on the Black Sea.
Putin has referred to the Ukraine as a "brother nation," and has asked the country to be part of a proposed Eurasian economic union.
The order from the Kremlin requires land and air units to test they are prepared for combat. Drills are planned in the central and western military districts in Russia, near the Ukrainian border.
