          Last month APS finally admitted how often their "smart" meters transmit.

          APS said no more than 125 times per day.

          They lied.

          Watch my YouTube video, APS Caught Lying Again, linked in my letter to the Arizona Corporation Commission (below), and you'll see an APS "smart" meter that knocks out 53 microwave transmissions in just a minute and a half. At that rate, the daily total is 50,880, nowhere near 125.

           APS is lying again.

 

           On July 7, 2014 commissioner Brenda Burns submitted to this docket APS's answers to questions asked of them by the Sedona Smart Meter Awareness organization. (Here: http://images.edocket.azcc.gov/docketpdf/0000154543.pdf )

 

           Some of APS's answers are outright lies.

           APS is on record as stating that their "smart" meters transmit only 122 times per day if they are a "node meter", and 125 times per day if they are a "gateway meter".

 

           APS did say there may be some additional "unscheduled" transmissions for the following reasons: "service control messages (connects, disconnects, demand/kW resets, etc.), power outage and restoration messages, meter tampering messages, unscheduled on-demand electric usage reads, voltage threshold messages, and software upgrades." APS also said that in the event a meter cannot connect to the mesh network then it would transmit a message every 2.5 minutes.

 

           However, even allowing for unscheduled transmissions, APS tells another lie by claiming that their "smart" meters transmit "less than one percent of the time."

 

           APS: "A typical electricity meter has an overall transmit duty cycle (scheduled and unscheduled transmissions) of less than 1% (it transmits less than one percent of the time)."

 

           It is obvious that the first APS "smart" meter measured in my video is transmitting much more than 1% of the time and, were I to stand there measuring it all day, much more than 122 or 125 times per day. As you can see, this APS "smart" meter basically never stops transmitting. In just a minute and a half of measuring, the APS "smart" meter transmitted 53 times. At that rate, the daily total of microwave transmissions is 50,880. So, in this instance, APS was off by only 40,704 percent.

 

           By the way, utility lying about "smart" meter transmissions is commonplace. For example, California's PG&E was also drastically understating the number of their "smart" meters' microwave transmissions until PG&E was under oath. Then they admitted their "smart" meters actually transmit from 9,600 to as many as 190,000 times per day.

 

           After pressure from concerned citizens, Sacramento Municipal Utility District revised their 'only 6 times per day' "smart" meter transmission story and now admit to as many as 240,396 transmissions per day.

 

           And, here in Arizona, Navopache Electric Cooperative is still telling their '6 times per day' fairy tale on their website despite being exposed as liars by me last January in my YouTube video, Navopache Caught Lying.

 

           Another lie told by APS is, "The amount of radio frequency energy emitted from Node Meters and Gatekeeper Meters, when operational, does not vary in amplitude for any reason at the point of emission."

 

           Having spent several days measuring APS's "smart" meters from Flagstaff to Phoenix and parts in between, I know that particular APS statement is another outright APS lie. But don't take my word for it, watch my video, APS Caught Lying Again (as well as APS Caught Lying) and you can see for yourself. The intensity of APS's "smart" meter transmissions vary greatly. Even the same meter can transmit at differing strengths.

 

           As always, it is also worth taking note of APS's deceptive, misleading language. "Radio frequency energy" sounds much more benign than "radio frequency radiation" or "microwave radiation" which is what it really is. "Energy" is the spin word the industry uses instead of "radiation" since energy is perceived as a good thing and radiation has bad connotations.

 

           Commissioners, when I proved that Navopache Electric Coop was lying about their "smart" meters I asked you some questions that were never answered.

 

           I asked you the same set of questions when I proved APS to be lying about the strength of their "smart" meter transmissions (APS Caught Lying on YouTube). The questions went unanswered again.

 

           Now that I have proved APS to be lying again, the same questions apply. Will you answer them this time?

 

If "smart" meter microwave radiation is no big deal, why are utilities nationwide -- including APS -- lying about it?

 

Why are the monopoly utilities allowed to lie and deceive the public?

 

How can ratepayers be expected to make informed decisions if their utility is allowed to lie to them?

 

If APS is lying intentionally, one must ask why. If APS is lying unintentionally then isn't the public being placed at risk by a monopoly utility so inept that they do not even understand the technology they are using? In either case, an immediate, thorough investigation by you is called for. In either case ? and at the very least ? shouldn't APS be required to tell the truth about their "smart" meter transmissions with the same vigor and zeal with which they lied about their "smart" meter transmissions?

 

Why haven't you gotten a microwave analyzer and checked up on these false utility claims like I have been insisting you do for over two years?

 

Why am I doing the work and research you should be doing with your multimillion dollar budget and hired help?

 

When are you going to actually regulate instead of vegetate?

 

           Commissioners, in my opinion your continued indifference to APS's serial lying makes you complicit in those lies. I see you as willing accomplices in an ongoing fraud.
