Consider public and private. Government has control over public, but as long as private doesn't threaten public, Gov has no control there (except by contract with private individuals). The Post Office is a public company that is trying to compete with partially private companies. The contractual operations of both kinds are different. If anybody wants to go completely private with parcel delivery, start a private membership association private courier business, where you only deliver between members. If you do it right, Gov has no authority, and you will pay for whatever the best rate is. Done right, taxation on delivery can almost be eliminated.
