The government of the Russian Federation claims to have found evidence that the United States government is conducting tests at a U.S.-run bio laboratory in Ukraine on avian flu pathogens with a lethality rate of up to 40 percent in humans.

Documents seized from a veterinary laboratory of the Biosphere Reserve in the Askania Nova, Kherson region of Ukraine "confirm the involvement of the Kharkov Institute of Veterinary Medicine in the work of UP-8 & P-444 Projects and preparations for the Flu-Fly-Way project," tweeted the Russian Embassy of the United States – see the below images of said documents:

The Ministry of Foreign Affairs of Russia also tweeted about the discovery, which reveals evidence of dangerous pathogenic research taking place in Ukraine at the behest of the United States government, which is planting BSL-4 biolabs all around the world for the purpose of developing biological weapons to commit crimes against humanity.
