Few average people understood this. If they had, they wouldn't have accepted it. This means that it was done fraudulently. And we know that fraud vitiates all contracts. This W.H.O. 'agreement' is null and void. Talk that it is real and substantial is part of a sales pitch for it, to make people think that it stands. The sales pitch is null and void for the same reason that the W.H.O. 'agreement' is null and void.
