"The Second Amendment guarantees the right to bear arms, but not by criminals and people in mental institutions."

This author  is clueless and dangerous. The 2nd  amendment for starters guarantees us nothing. It is a prohibition on the federal government. And it says "shall not be infringed"   The feds interprit that as "we can do anything we damn well please."  And now this author wants to  invent words that are not there?

Do me a  favor and if you are going to lie at least make the lie plausable.
