When you burn hydrogen, essentially combining it with oxygen, the result is steam. Steam is simply superheated water. Most of the big rockets - including the space shuttle's big-tank propulsion - is simply hydrogen burning in oxygen.
So, there is nothing new about the water-powered idea... except that, normally, you don't have the big hose.
