Larry Summers Being Considered For World Bank Chief

I guess I just don't follow world news and world operations enough. Does Barak Obama retain the authority to name someone to be economic adviser of the World Bank? Isn't the WB an international organization that should have its economic adviser named from within, or else by a group of nations, rather than a U.S. President?

I thought the smartest man in Britain--Tony Blair--was up for that job, not the smartest man in America?!  :-D  all the usual suspects
