PROYECTO MIGRATORIO ¿YOU ARE OUT?

Son
tantos los problemas que han dividido a México y los EU que sólo
enlistarlos sería tarea titánica. Sin embargo, el mas reciente mutando
hacía la extrema gravedad, es el seguro aborto de la “aprobada
legislación” ante lo considerado una bomba de tiempo; los “migrantes
ilegales.”
Para
conocer su gravedad debemos viajar a la fuente donde nace y, en
especial, entender se haya convertido en ese polvorín. En 1994, México
pasó a formar parte del TLC con EU y Canadá cuando los políticos
vendieran la idea al pueblo, como la ruta hacia el paraíso pero
respetando los cotos monopólicos de la realeza. Se pasó luego a tomar
tibias e de incompletas medidas con la seguridad de que, como lo
afirmara Lopez Portillo, con petróleo no requeríamos de la extensa
cirugía recomendada.
Ello
obligaba a México a desactivar la reforma agraria y su agricultura
subsidiada. El agro, siendo el gran fracaso de la revolución, si bien
no generaba siquiera lo suficiente para alimentar al pueblo, era fuente
de empleo para millones de campesinos que, aceptando su miseria, la
sangre los unía a la tierra. ¿Que fue lo que sucedió? La prehistórica
agricultura ante la competencia se derrumbaba cual castillo de naipes.
Supuestamente
todo ello era parte del plan de Salinas: Rescatar al pobre campesino
para incrustarlo en ese rompecabezas que ofrecía la nueva economía
armada de mercados libres y competencia. Pero ante el naufragio del
plan, la primera consecuencia fue una masiva migración de campesinos
sin tierra en busca del pan para sus hijos. Durante los últimos 15
años, la migración de “ilegales mexicanos” a los EU tuvo un incremento
del 400%.
Sin
embargo, no podemos culpar sólo a los EU de esta grave problemática.
Las reformas que México requería para poder competir y prosperar en
este nuevo escenario, cortesía de los emisarios del pasado, fueron
saboteadas regresándolo al periodo post revolucionario. Ellos
pretendieron recuperar el poder sin importar el precio. Finalmente, sus
esfuerzos daban fruto cuando, en Diciembre de 1994, activaran la
devaluación que costara al país 500,000 millones de dólares, enviando
la economía a un abismo sin fondo creando más gente desesperada.
Ante
ese Apocalipsis, México, en sus pininos hacia el desarrollo, presentaba
un complicado cuadro. Las universidades, anticipándose al paradisíaco
arribo de lo prometido, producían ingenieros en serie para luego
enfrentarse a la realidad, desempleo. Frente la reculada de los
gobiernos mexicanos, EU iniciaba un proceso para establecer la llamada
nación virtual. Ellos permanecían como la pensante cabeza para llevar
sus manufacturas al resto del cuerpo, estableciéndolo en naciones como
China e India.
Sin
embargo, surge un problema que muy pocos identifican. El 30% de la
población de los EU no llega a los 25 años de edad, mientras que en
México esa cifra representa el 60%. Es decir, los EU no cuentan con
fuerza laboral suficiente para sus necesidades. ¿Seguirán manteniendo
sus tentáculos productores en China, India, Viet Nam? Es muy improbable
puesto que esas naciones ya siguen el ejemplo de Japón cuando, con su
gente entrenada por los EU, se convirtieran en los más feroces
competidores dando vida a los tigres asiáticos.
Cuando
Fox fuera electo presidente, surgieron grandes expectativas ante la
posibilidad de una sociedad con Bush. Pero luego de los ataques
terroristas de Septiembre 2001, México tuvo que registrarse en lista de
espera para la solución de problemas tan urgentes. Después, Fox,
habiendo dañado su relación con Bush, dejaba correr las lentas aguas
mientras los problemas crecían. Ante una total desarticulación de los
planes originales que Salinas negociara y la apatía de Fox, la gente,
manejada como alfiles en ese ajedrez político, se volcaban a la calle
culpando a los EU.
Pero
¿En donde nos encontramos en estos momentos? Los EU se apresta a
construir un muro ante su socio, cuando observamos los camiones
cargados de productos esperar revisiones de horas o días. En los EU se
debate si los inmigrantes se van o se quedan y, sobre todo, ¿cuanto le
cuesta a los EU esa “oleada de gente que, según ellos, viene en busca
de su free lunch?”
Los
mexicanos no quieren venir a los EU abandonando familias, sus
tradiciones, pero ante un inepto gobierno que no establece el entorno
para que, un acelerado crecimiento económico ofrezca oportunidades, no
les queda otra alternativa. Cuando una China succiona gente,
tecnología, negocios y capital de los EU, los migrantes deciden
succionarse ellos mismos hacia los EU.
Pero
analicemos el “free lunch” que consumen lo odiados inmigrante ilegales.
Los impuestos anuales pagados por los ellos, en 1997 sumaron casi 150
mil millones de dólares. Si agregamos los impuestos pagados por los
negocios de su propiedad, el monto alcanzaría los 180 mil millones de
dólares. “Y son datos con 10 años de antigüedad pues misteriosamente no
hay recientes.”
El Seguro Social y los programas de salud, cada
vez dependen más de las contribuciones hechas por los inmigrantes
jóvenes. Los excedentes en sus pagos al sistema del Seguro Social sobre
los beneficios recibidos, se estima alcance 500 mil millones de dólares
en los próximos 25 años y cerca de 2.0 trillones en los próximos 75.
Los pagos de beneficios ante la jubilación de la población conocida
como baby boomers (1945-1960), dependerán del continuo flujo de
trabajadores inmigrantes que financien los sistemas de salud y
jubilación para su retiro.
El impacto fiscal de los inmigrantes
es positivo. O sea, ellos pagan más en impuestos de lo que utilizan en
servicios sociales durante sus vidas. En valor presente, se estima un
excedente que se ubica entre los 20.000 y los 80.000 dólares por
persona. La cantidad depende de las habilidades y el nivel de educación
que ellos posean.
No
promovemos una invasión masiva de las capas miserables que los
gobiernos revolucionarios han creado. Todo lo contrario, México debe ya
derrumbar las barreras que no permiten su desarrollo y, de esa forma,
los mexicanos no tengamos que abandonar nuestra tierra.
Salinas utilizaba una frase impactante: “We don’t want aid, we want trade.” No
queremos ayuda, queremos comerciar. Ello dio vida al “milagro mexicano”
de los años 90 pero luego saboteado. Si alguien analiza la historia de
esa década, se dará cuenta de que México sí es capaz de crear esos
milagros. Pero solamente lo podremos reactivar construyendo puentes y
no murallas. Ah, también como alguien sabiamente comentaba hace días,
¡cuando ambos países procedan a deportar sus ineptos Congresos!
Pero
existe una ineludible conclusión del impacto fiscal de los nuevos
inmigrantes: ellos no son un costo; ¡ellos arriban con su pan bajo el
brazo, trabajan y pagan!

The problems that have divided to Mexico and the EU are so many that to only enlist them would be titánica task. Nevertheless, but the recent one mutando made the extreme gravity, is the insurance abortion of "approved legislation" before considered a pump of time; the "illegal migrantes."

The reforms that Mexico required to be able to compete and to prosper in this new scene, courtesy of the emissaries of the past, were sabotaged returning it to the revolutionary period post. They tried to recover the power without concerning the price. Finally, their efforts gave fruit when, in December of 1994, they activated the devaluation that cost to the country 500.000 million dollars, sending the economy to an abyss bottomless creating more desperate people.

Before a total disarticulation of the original plans that Saline negotiated and the apathy of Fox, the people, handled like bishops in that political chess, turned upside down to the street blaming to the EU.
But In where we were at the moment? The EU are prepared to construct a wall before their partner, when we observed the loaded product trucks to wait for revisions of hours or days. In the EU one struggles if the immigrants go away or they remain and, mainly, whatever costs to the EU that "big wave to him of people who, according to them, come in search of his free lunch"
The Mexicans do not want to come to the EU leaving families, their traditions, but before an inept government who does not establish the surroundings so that, an accelerated economic growth offers opportunities, they does not have left another alternative. When a China sucks people, technology, businesses and capital of the EU, the migrantes decide to suck they themselves towards the EU.

But an inescapable conclusion of the fiscal impact of the new immigrants exists: they are not a cost; they arrive with their bread under the arm, work and pay!
