Of course they'll never quit. It is the politics of it.

If they find life on Mars, or if they find for-sure evidence of life in the Martian past, then they will have to determine where it came from.

The question will be, did it develop on Mars? Or did it come from Earth, somehow? And whatever the majority of scientists determine to be the correct answer, the political answer will be the answer that is dropped onto the public. And we can almost tell for sure what that answer will be. "Life developed spontaneously, all by itself, on Mars," no matter what the truth might be.
