In this work, Parkinson shows that the growth of a bureaucracy is NOT a function of its mission or its efficacy in carrying out that mission. This work is the the basis for: "The Peter Principle " by Laurence J. Peter and Raymond Hull. We've all heard the old adage: "Bureacrats rise to their level of incompetence." This book is the source of that. Malice in Blunderland by Thomas L. Martin (http://www.amazon.com/Malice-Blunderland-Thomas-L-Martin/dp/0070406340/ to avoid mixups with another book with the same title) has more examples.
