The courts have already decided this. You have the Right to petition the government with a set of grievances. But the government is not required to accept them. Nor respond to them. Apparently, the government does not even have to provide you with a mechanism, nor a spot to turn over your grievances. You disturber of the peace and interfering with government operations. I am fully confident this is what the writers of the Bill of Rights had in mind when they wrote them. The judges tell me so, and the CONstitution means whatever they say it means because they tell me so. And are willing to back to up with guns. Which trumps your words every time.
