Border Patrol to Probe Alleged Arrest Quotas

The U.S. Border Patrol on Monday ordered an investigation of allegations by agents in Southern California that they were given arrest quotas and threatened with punishment if they failed to meet them.

I don't see the problem. I think that they should be offered to work on a commision basis. The more illegals you catch the more you make. Money always motivates people to work harder.
