The key to any country if you do not want war lords and armies marching across has always been the ability of the economy to allow the people work, money and the idea they have it better.  The real question is not the economy every place has an economy, but if the people are willing to change.  Will the ones in power be willing to lose that power.  Will a new economy shift power between the sexes or away from religion.  In many areas of the world the majority of have nots will welcome a change in the economy that gives them more.  India and China.  However in a country where change destroys the power of the real rulers and if the "people" are unwilling to face nightly killings and bombings then change may happen as long as a very heavy handed outside military force is in place but will  face a civil war when that military moves out.  Africa, Iran, Viet Nam.

We are going to get a lot of our soldiers killed over there with no consequence to those who sent and kept them there.
