Russian, US spy suspects brace for swap

Special riot police beefed up security around Moscow's Lefortovo prison Thursday and a gaggle of TV cameras and photographers jostled for the best position as the world braced for what could be largest spy swap since the Cold War.

If this turns out to be true (no official confirmations on either side yet) then is this a case of "mystery solved" with regard to the eleven "sort of spies but we're not exactly charging them with spying"? And why aren't they being charged with spying? Could it be that it would be too embarrassing to have to explain why hundreds of AIPAC "lobbyists" (foreign agents unregistered as such) who are conducting far, far, far more espionage-like activities? Hmmm. Curiouser and curiouser.
