On Tuesday, House Republicans suddenly whipped out a new unwritten rule to kneecap Democrats.
To wit: No bill can be put to vote of the full House unless 16 House Republicans first sign a sheet of paper agreeing to bring it to the floor.
Democrats need a 'majority of the majority'
Doesn't matter if your bill was heard and breezed through a House committee with unanimous, bipartisan support.
