Analysis: China's navy developing carriers and submarines

China has been working more than 20 years on building a carrier, according to a memoir written by Liu Huaqin, former commander-in-chief of the navy. He said the navy had had a special budget for research on carrier technology since the 1980s.

...it is common to see police officers stopping vehicles for random checks. When a vehicle stops, the driver doesn't get out of his seat; he merely waves a few currency notes or tosses them out the window.
