 In a southern Mesa, AZ neighborhood, (1800-1900 S. 39th St.), there are private streets in the subdivision with red stripes/firezones marked on both sides of the street. I measured 36' width of street- plenty of room for parking and access for fire truck. There is a tow-truck driver who prowls these neighborhoods late at night to swipe cars- people parking their own cars in front of their house. They are aware of this guy, but they are under the assumption that they can't do anything- the 'law' is on his side. Apparently, they are letting the HOA dictate to them. There are certainly plenty of other subdivisions like this one around the valley with late-night hoodlum enforcers.
