That gave Jiang an opportunity to feel what it was like to crush dissent with violence, as he suppressed the outspoken students there. After ascending to the position of General Secretary of the CCP, Jiang spared no efforts in establishing the aptly named "Shanghai Gang" to ensure the stability of his power. Tellingly, as soon as the SARS crisis arose Jiang retreated to Shanghai and went into hiding.
