‘Deal’ inflates AIMS scores

Year after year, Arizona schools chief Tom Horne withheld from the federal government and the public some of the state’s worst AIMS scores. Arizona took advantage of an off-the-books deal Horne says he struck with the U.S. Education Department in 200
