Irrespective of the name, in this case it is a fee. (It becomes a tax if any of it is diverted to the city from the enterprise that charges it.) It was not approved by the voters and violates TABOR, if not in letter then in spirit.

I even wonder how they find such low life idiots..is it a special recruiting thing...I mean it`s very easy to have an IQ that is too high to be a cop...how do they,the cops,find such creepy people in the first place...these types would kill their own family if told to...Kool Aid maybe?
