According to the NPT, all the inspectors should have seen was an empty underground warehouse - Iran's still within the 180-day window on Qom.
If the inspectors found anything else, it will be called a violation of the NPT. If they found exactly what they were supposed to find, Iran will be accused of hiding things from the UN.
